Salvador Behar, is an expert in International Law and Foreign Trade Affairs; He is currently Head of the Legal Department for the National Chamber for Sugar and Alcohol. He is former Deputy Chief Negotiator for the US, Mexico and Canada Agreement (#USMCA) while serving as Director General for North America at the Ministry of Economy.
He returned to Mexico after 15 years of service as a Legal Consultant for International Trade at the Mexican Embassy in Washington, DC. Previously he was Legal Consultant for the Secretariat of Economy in the International Commercial Negotiations.
A lawyer trained in Mexico, his professional education began in Mexico when he studied Law at the Latin American University with a postgraduate degree in Corporate Law at the Universidad Iberoamericana; with additional legal studies on the US Legal System at Georgetown University.
Among the most important achievements are the negotiations with the US and Canada to modernize the North American Free Trade Agreement (NAFTA) signed in Argentina on November 30, 2018, as well as representing the Mexican Government in several disputes, including anti-dumping and subsidy investigations, Investor- State arbitrations and State to State litigation.
